2. Subject and scope of services

Procurement name: Preparation and implementation of a one-day online project management capacity building workshop for The Youth Advocacy Bridge project partners.

Brief description of services: The executor will design, facilitate and implement a one-day online project management capacity building workshop for employees and key collaborators of SSM JIE and the SPES Institute for Humanity and Artificial Intelligence (Ethiopia), in accordance with the project application of The Youth Advocacy Bridge project and the objectives of the AU-EU Youth Action Lab.

The training responds to specific organizational needs in monitoring results, financial management of funded initiatives and implementation protocols for youth-focused advocacy programs. It will strengthen the internal capacities of the partners to manage the intercontinental grant in accordance with the donor's requirements and to incorporate good management practices into further project activities.

Key tasks include:

• Design and deliver a customized one-day online training covering: grant compliance and funding mechanism-specific reporting methodologies; monitoring and evaluation frameworks that measure results of management accountability; financial management systems to track the distribution of funds across continents; and participatory project implementation methodologies that foreground the voices of marginalized youth.
• Online facilitation and moderation of discussions during the workshop.
• Assisting the project team in the creation of related deliverables and a brief note after the training with key recommendations on how SSM JIE and SPES can apply the knowledge gained in the implementation of The Youth Advocacy Bridge project.

Place of implementation: Online.

Expected implementation dates: May 20–31, 2026 (exact date to be determined later according to the project calendar).

3. Acceptability and participation

Who can apply: Legal and/or natural persons (companies, crafts, civil society organizations, institutes, freelance experts) duly registered to provide the requested education/consulting services in accordance with Croatian legislation and, where applicable, their national legislation.

4. Technical and professional ability

Minimum requirements – bidders must demonstrate:

• Documented experience in the implementation of similar educations in project management, preferably in cross-border or international contexts.
• Ability to work in English as the main working language of education (spoken and written).

Evidence that needs to be submitted: CV of key expert(s) clearly indicating relevant engagements, dates, roles and target groups; and/or company/organization profile with a short portfolio of comparable training projects and language competences. Brief description (max. 1 page) of at least 1 relevant previous training or workshop, including topic, target group, location and client.

5. Financial offer and price conditions

The financial offer must:

• Be expressed in EUR as a total lump sum covering all services and all related costs.
• Clearly state whether VAT / applicable taxes and contributions are included and the applicable rate, where relevant.

No additional costs beyond the agreed lump sum are accepted; all taxes, fees, contributions and bank charges arising from the contract are settled in accordance with the provisions of the contract and must be stated in the offered price.

6. Selection criteria

The contract will be awarded to the most economically advantageous tender based on the following criteria:

• Price: 100% (the lowest acceptable price receives the maximum number of points and is selected).

The price will be assessed with taxes included, taking into account that the ordering party cannot exercise the right to deduct input tax.

7. Content and format of the offer

Each offer must contain:

• A completed and signed financial offer (in EUR), indicating the total lump sum, tax status and a breakdown of the main cost categories (at least: preparation, implementation, monitoring).
• Curriculum vitae(s) of key expert(s), emphasizing relevant experience in project management, results monitoring, financial management and youth-focused advocacy programs.

Offer language: Bids can be submitted in English or Croatian.

Format: Bids are submitted electronically as a single PDF file (scanned signature). Paper submission is not required.

9. Evaluation and award procedure

The evaluation process includes the following steps:

• Administrative and eligibility check: checking whether the offer is complete, submitted on time and whether the eligibility and exclusion criteria are met.
• Technical and financial evaluation: assessment of the technical capability and quality of the proposed approach, followed by scoring according to the award criterion (price).
• Signing the contract: The contract will be signed with the selected bidder.

10. Contracting and implementation

Contract type: Service contract / copyright contract under Croatian law.

Issuing an order for services: The selected bidder will receive an order for services.

Payment terms: Payment will be made in a single lump sum, within 30 days of successful completion of the work and acceptance of all deliveries by the client, based on a valid invoice/contract.

11. Data protection, visibility and intellectual property

Data protection: Personal data contained in the tenders will be processed solely for the purpose of carrying out the procurement procedure and performing the contract, in accordance with Regulation (EU) 2016/679 (GDPR) and the Act on the Implementation of the General Data Protection Regulation (Official Gazette 42/2018). The data will be securely stored for the minimum period required by EU and donor rules and internal policies, after which they will be deleted or anonymised.

Visibility: The Contractor must respect all visibility and communication requirements of the European Union and the AU-EU Youth Action Lab, including the correct use of the logos and standard disclaimers on all materials and deliverables. Detailed instructions and logo files will be provided by the Client.

Intellectual property: All materials and results produced under this contract (e.g. agendas, educational modules, presentations, working materials, methodological tools) become the property of the client, who reserves the right to use, adapt and publish them for non-commercial purposes of the project, including further dissemination to young people and stakeholders in Europe and Africa. The contractor reserves the right to list the engagement in its portfolio, with the prior written consent of the client.

12. Other provisions

Right to cancel: The contracting authority reserves the right to cancel the invitation to tender or not to award the contract, without the obligation to compensate the tenderers for any costs.

Prohibition of artificial division of contracts: The estimated value of this procurement was determined in accordance with applicable rules, and the contract was not artificially divided to avoid stricter procedures.

Applicable law and jurisdiction: This procurement procedure, the contract arising from it and all disputes arising from them are governed by Croatian law. Any dispute that cannot be resolved amicably will be subject to the jurisdiction of the competent court in Zagreb, Croatia.

Title of the procurement: Preparation and delivery of a one-day online capacity-development workshop on project management for the partners of the Youth Advocacy Bridge project.

Short description of services: The contractor will design, facilitate and deliver a one-day online capacity-building workshop on project management for staff and key collaborators of SSM JIE and the SPES Institute for Humanity and AI (Ethiopia), in line with the Youth Advocacy Bridge project application and AU-EU Youth Action Lab objectives.

The training responds to concrete organizational needs in results monitoring, financial management of funded initiatives, and implementation protocols for youth-focused advocacy programs. It will strengthen the partners' internal capacity to manage a cross-continental grant in compliance with donor requirements and to embed sound management practice into subsequent project activities.

Key tasks include:

• Design and delivery of a tailored one-day online training covering: grant compliance and reporting methodologies specific to the funding mechanism; monitoring and evaluation frameworks measuring governance-accountability outcomes; financial management systems for tracking cross-continental resource allocation; and participatory project-implementation methodologies centering the voices of marginalized youth.
• Online facilitation and moderation of discussions throughout the workshop day.
• Assistance to the project team in the preparation of related deliverables, and a short post-training note with key recommendations for how SSM JIE and SPES can apply the acquired knowledge in the implementation of The Youth Advocacy Bridge.

The financial offer must:

• Be expressed in EUR as a total lump sum covering all services and all related costs.
• Clearly indicate whether VAT / applicable taxes and contributions are included, and the applicable rate where relevant.

No additional costs will be accepted beyond the contracted lump sum; all taxes, duties, contributions and bank charges arising from the contract are settled in accordance with the contract terms and must be reflected in the offered price.

6. Award criteria

The contract will be awarded to the most economically advantageous tender based on the following criteria:

• Price: 100% (lowest compliant price receives maximum points and is chosen).

The price will be evaluated on a tax-inclusive basis, considering that the contracting authority cannot recover VAT.

11. Data protection, visibility and intellectual property

Data protection: Personal data contained in tenders will be processed solely for the purposes of the procurement procedure and contract implementation, in line with Regulation (EU) 2016/679 (GDPR) and the Croatian Act on the Implementation of the General Data Protection Regulation (Official Gazette 42/2018). Data will be stored securely for the minimum period required by EU and donor rules and internal policies, after which it will be deleted or anonymised.

Visibility: The contractor must comply with all visibility and communication requirements of the European Union and the AU-EU Youth Action Lab, including correct use of logos and standard disclaimers on all materials and outputs produced under this contract. Detailed instructions and logo files will be provided by the contracting authority.

Intellectual property: All materials and outputs produced under this contract (eg agendas, training modules, presentations, handouts, methodological tools) will become the property of the contracting authority, which retains the right to use, adapt and publish them for non-commercial project purposes, including further dissemination to youth and stakeholders in Europe and Africa. The contractor retains the right to refer to the assignment in its portfolio, subject to prior written consent of the contracting authority.

12. Other provisions

Right to cancel: The contracting authority reserves the right to cancel the call for tenders or not to award the contract, without any obligation to compensate tenderers for costs incurred.

Prohibition of splitting contracts: The estimated value of this procurement has been determined in accordance with applicable rules, and the contract has not been artificially split for the purpose of avoiding more stringent procedures.

Applicable law and jurisdiction: This procurement procedure, the resulting contract and any disputes arising from them are governed by Croatian law. Any dispute that cannot be settled amicably will fall under the jurisdiction of the competent court in Zagreb, Croatia.
