Estimated contract value: EUR 3,200.00 (the contractor may be exempt from VAT; see point 5).

2. Subject and scope of services

Procurement name: Provision of dissemination and digital communication services for The Youth Advocacy Bridge project.

Brief description of services: The executor will design and implement an integrated package of dissemination and digital communication services that ensures the visibility of project results and the engagement of youth and stakeholders in Europe and Africa, in accordance with the project application of The Youth Advocacy Bridge project and the goals of the AU-EU Youth Action Lab. Services include creating an advertising and engagement strategy, supporting the establishment of the Youth Governance Ambassadors network, creating promotional materials and content for social networks and the web, implementing paid campaigns, and supporting the establishment of the Digital Knowledge Hub as a permanent repository of project knowledge.

Key tasks include:

  • Design of online advertising and engagement strategy.
  • Support in facilitating the establishment of the Youth Governance Ambassadors network.
  • Support in drafting the Institutional Commitment Statement.
  • Creation of promotional materials for dissemination - visuals for social networks and web and video content (Design of promotional materials for dissemination: social media and web visuals, videos).
  • Crafting digital storytelling messages.
  • Creating two multimedia case studies demonstrating impact.
  • Creating and implementing paid campaigns via the Meta system.
  • Support in the creation of the Digital Knowledge Hub.

Place of implementation: Online.

Expected implementation dates: From the signing of the contract / issuance of the order until May 31, 2026 (the exact dynamics are determined according to the project calendar).

3. Acceptability and participation

Who can apply: Legal and/or natural persons (companies, crafts, civil society organizations, institutes, freelance experts) duly registered to provide the requested dissemination, advertising and digital communication services in accordance with Croatian legislation and, where applicable, their national legislation.

4. Technical and professional ability

Minimum requirements – bidders must demonstrate:

  • Documented experience in providing similar dissemination services, digital marketing and creation of visual/multimedia content, preferably in cross-border or international contexts.
  • Experience in creating and implementing paid campaigns on social networks (Meta and similar systems).
  • Ability to work in English as the main working language of the project (spoken and written).

Evidence that needs to be submitted: CV of key expert(s) clearly indicating relevant engagements, dates, roles and target groups; and/or company/organisation profile with a short portfolio of comparable dissemination and digital communication projects and language competences. Brief description (max. 1 page) of at least 1 relevant previous dissemination project or communication campaign, including topic, target group, channels and client.

5. Financial offer and price conditions

The financial offer must:

  • Be expressed in EUR as a total lump sum covering all services and all related costs, with a breakdown by item referred to in point 2.
  • Clearly state whether the bidder is in the VAT system; bidders outside the VAT system shall state the appropriate legal basis (e.g. Article 90, paragraph 2 of the VAT Act).

Additional costs beyond the agreed lump sum are not accepted; all taxes, fees and bank charges are borne by the contractor and must be included in the offered price.

6. Selection criteria

The contract will be awarded to the most economically advantageous tender based on the following criteria:

  • Price: 100% (the lowest acceptable price receives the maximum number of points and is selected).

The price is assessed as the total amount actually paid by the customer, taking into account that the customer cannot exercise the right to deduct input tax.

7. Content and format of the offer

Each offer must contain:

  • A completed and signed financial offer (in EUR), stating the total lump sum, VAT status and itemized breakdown (at least: strategy and content, material production, paid campaigns, Digital Knowledge Hub).
  • CV(s) of key expert(s), with emphasis on relevant experience in dissemination, digital marketing and multimedia content creation.

Offer language: Bids can be submitted in English or Croatian.

Format: Bids are submitted electronically as a single PDF file (scanned signature). Paper submission is not required.

9. Evaluation and award procedure

The evaluation process includes the following steps:

  • Administrative and eligibility check: checking whether the offer is complete, submitted on time and whether the eligibility and exclusion criteria are met.
  • Technical and financial evaluation: assessment of the technical capability and quality of the proposed approach, followed by scoring according to the award criterion (price).
  • Signing the contract: The contract will be signed with the selected bidder.

10. Contracting and implementation

Contract type: Service contract under Croatian law.

Issuing an order for services: The selected bidder will receive an order for services; activities can only start after the contract is signed/order is issued.

Payment terms: Payment will be made in a one-time, lump sum amount, upon successful completion of the services and acceptance of all deliveries by the client, based on a valid invoice.

11. Data protection, visibility and intellectual property

Data protection: Personal data contained in the tenders will be processed solely for the purpose of carrying out the procurement procedure and performing the contract, in accordance with Regulation (EU) 2016/679 (GDPR) and the Act on the Implementation of the General Data Protection Regulation (Official Gazette 42/2018). The data will be securely stored for the minimum period required by EU and donor rules and internal policies, after which they will be deleted or anonymised.

Visibility: The Contractor must comply with all visibility and communication requirements of the European Union and the AU-EU Youth Action Lab, including the correct use of the logos and standard disclaimers on all materials, visuals, video content and paid campaigns produced under this contract. Detailed instructions and logo files will be provided by the Client.

Intellectual property: All materials and results produced under this contract (e.g. strategy, visuals, video content, multimedia case studies, campaign content and Digital Knowledge Hub) become the property of the client, who reserves the right to use, adapt and publish them for non-commercial purposes of the project, including further dissemination to young people and stakeholders in Europe and Africa. The contractor reserves the right to list the engagement in its portfolio, with the prior written consent of the client.

12. Other provisions

Right to cancel: The contracting authority reserves the right to cancel the invitation to tender or not to award the contract, without the obligation to compensate the tenderers for any costs.

Prohibition of artificial division of contracts: The estimated value of this procurement was determined in accordance with applicable rules, and the contract was not artificially divided to avoid stricter procedures.

Applicable law and jurisdiction: This procurement procedure, the contract arising from it and all disputes arising from them are governed by Croatian law. Any dispute that cannot be resolved amicably will be subject to the jurisdiction of the competent court in Zagreb, Croatia.

2. Subject and scope of services

Title of the procurement: Provision of dissemination and digital communication services for the Youth Advocacy Bridge project.

Short description of services: The contractor will design and deliver an integrated package of dissemination and digital communication services that ensures the visibility of project results and the engagement of youth and stakeholders in Europe and Africa, in line with the Youth Advocacy Bridge project application and AU-EU Youth Action Lab objectives. The services cover the development of an advertising and engagement strategy, support to the establishment of the Youth Governance Ambassadors network, production of promotional materials and content for social media and web, delivery of paid campaigns, and support to the creation of a Digital Knowledge Hub as a lasting repository of project knowledge.

Key tasks include:

  • Design of an online advertising and engagement strategy.
  • Support in facilitating the establishment of the Youth Governance Ambassadors network.

3. Eligibility and participation

Who may apply: Legal and/or natural persons (companies, craft businesses, CSOs, institutes, freelance experts) duly registered to provide the requested dissemination, advertising and digital communication services in accordance with Croatian law and, where relevant, their national law.

4. Technical and professional capacity

Minimum requirements – tenderers must demonstrate:

  • Documented experience of delivering similar dissemination, digital marketing and visual/multimedia content services, preferably in cross-border or international contexts.
  • Experience in designing and running paid social media campaigns (Meta and comparable systems).
  • Ability to work in English as the main working language of the project (spoken and written).

Evidence to be provided: CV of the key expert(s) clearly indicating relevant assignments, dates, roles and target groups; and/or company / organization profile with a short portfolio of comparable dissemination and digital communication projects and language skills. Short description (max. 1 page) of at least 1 relevant previous dissemination project or communication campaign, including topic, target group, channels and contracting authority.

5. Financial offer and price conditions

The financial offer must:

  • Be expressed in EUR as a total lump sum covering all services and all related costs, with a breakdown by the items listed in section 2.
  • Clearly indicate whether the tenderer is registered for VAT; tenderers outside the VAT system must state the applicable legal basis (eg Article 90(2) of the Croatian VAT Act).

No additional costs will be accepted beyond the contracted lump sum; all taxes, duties and bank charges are borne by the contractor and must be included in the offered price.

6. Award criteria

The contract will be awarded to the most economically advantageous tender based on the following criteria:

  • Price: 100% (lowest compliant price receives maximum points and is chosen).

The price is evaluated as the total amount actually payable by the contracting authority, considering that the contracting authority cannot recover VAT.

7. Content and format of the tender

Each tender must contain:

  • Completed and signed financial offer (in EUR), indicating total lump sum, VAT status and a breakdown by item (at least: strategy and content, materials production, paid campaigns, Digital Knowledge Hub).
  • CV(s) of the key expert(s), highlighting relevant experience in dissemination, digital marketing and multimedia content production.

9. Evaluation and award procedure

  • Contract signature: the contract will be signed with the chosen tenderer.

Payment terms: Payment will be made as a single lump-sum payment after successful completion of the services and acceptance of all deliverables by the contracting authority, on the basis of a valid invoice.

11. Data protection, visibility and intellectual property

Data protection: Personal data contained in tenders will be processed solely for the purposes of the procurement procedure and contract implementation, in line with Regulation (EU) 2016/679 (GDPR) and the Croatian Act on the Implementation of the General Data Protection Regulation (Official Gazette 42/2018). Data will be stored securely for the minimum period required by the EU and donor rules and internal policies, after which it will be deleted or anonymized.

Visibility: The contractor must comply with all visibility and communication requirements of the European Union and the AU-EU Youth Action Lab, including correct use of logos and standard disclaimers on all materials, visuals, videos and paid campaigns produced under this contract. Detailed instructions and logo files will be provided by the contracting authority.

Intellectual property: All materials and outputs produced under this contract (eg strategy, visuals, videos, multimedia case studies, campaign content and the Digital Knowledge Hub) will become the property of the contracting authority, which retains the right to use, adapt and publish them for non-commercial project purposes, including further dissemination to youth and stakeholders in Europe and Africa. The contractor retains the right to refer to the assignment in its portfolio, subject to prior written consent of the contracting authority.

12. Other provisions

Right to cancel: The contracting authority reserves the right to cancel the call for tenders or not to award the contract, without any obligation to compensate tenderers for costs incurred.

Prohibition of splitting contracts: The estimated value of this procurement has been determined in accordance with applicable rules, and the contract has not been artificially split for the purpose of avoiding more stringent procedures.

Applicable law and jurisdiction: This procurement procedure, the resulting contract and any disputes arising from them are governed by Croatian law. Any dispute that cannot be settled amicably will fall under the jurisdiction of the competent court in Zagreb, Croatia.
