2. Subject and scope of services
Procurement name: Pružanje stručnih usluga za pripremu i provedbu aktivnosti „Bridge to Governance: trening zagovaračkih vještina mladih” u okviru Aktivnosti 3 projekta „The Youth Advocacy Bridge”.
Brief description of services: Izvršitelj će pružati usluge povezane s pripremom, facilitacijom i provedbom treninga zagovaračkih vještina za mlade sudionike iz Hrvatske i Etiopije, s fokusom na odgovornost u upravljanju, sudjelovanje mladih u procesima javnih politika, zagovaračke alate i transparentnost umjetne inteligencije, te će dati doprinos povezanim isporukama Aktivnosti 3.
Key tasks include:
- Pripremu konačnog formata edukacije, metodološkog pristupa, tijeka sesija i agende za trening zagovaračkih vještina mladih u okviru Aktivnosti 3.
- Pripremu edukacijskih materijala i facilitacijskih alata, uključujući sadržaj prezentacija, praktične vježbe, smjernice za grupni rad i materijale za oblikovanje preporuka javnih politika.
- Facilitiranje i provedbu sadržajnih sesija edukacije koje, prema potrebi, obuhvaćaju sudjelovanje mladih u upravljanju, ciljeve uključivanja u javne politike, analizu praznina u politikama za mlade, mapiranje dionika, zagovaračke strategije, izradu policy briefova, upravljanje umjetnom inteligencijom i transparentnost te dizajn javnih politika.
- Moderiranje rasprava, grupnog rada i predstavljanja prijedloga politika u praktičnom i participativnom formatu prilagođenom mladim sudionicima.
- Doprinos konsolidaciji rezultata Aktivnosti 3, uključujući bilješke sa sesija, preporuke i kratke stručne ulazne sadržaje relevantne za zagovaračke strategije i policy papere predviđene projektom.
- Dostavu kratke bilješke nakon edukacije sa sažetkom provedenih sesija, korištenih metoda, rezultata sudionika i preporuka za daljnje korake.
Place of implementation: Hibridno (uživo u Etiopiji i online u Hrvatskoj).
Expected implementation dates: Veljača 2026., u skladu s projektnim kalendarom i konačnim provedbenim aranžmanima.
3. Acceptability and participation
Who can apply: Legal and/or natural persons (companies, crafts, civil society organizations, institutes, freelance experts) duly registered to provide the requested education/consulting services in accordance with Croatian legislation and, where applicable, their national legislation.
4. Technical and professional ability
Minimum requirements: Bidders must demonstrate:
- Dokumentirano iskustvo u provedbi sličnih edukacija, radionica ili stručne facilitacije u području zagovaranja mladih, upravljanja, građanskog sudjelovanja, procesa javnih politika, ljudskih prava ili srodnih područja.
- Iskustvo rada s mladima i/ili organizacijama mladih, po mogućnosti u međunarodnim, prekograničnim ili međukulturnim kontekstima.
- Sposobnost rada na engleskom jeziku kao glavnom radnom jeziku edukacije, usmeno i pismeno.
Evidence that needs to be submitted:
- Životopis ključnog/ključnih stručnjaka s jasno naznačenim relevantnim angažmanima, datumima, ulogama i ciljnim skupinama; i/ili profil tvrtke / organizacije s kratkim portfeljem usporedivih angažmana i jezičnim kompetencijama.
- A brief description (max. 1 page) of at least 1 relevant previous training or workshop, including topic, target group, location and client.
5. Financial offer and price conditions
The financial offer must:
- Be expressed in EUR as a total lump sum covering all services and all related costs.
- Clearly state whether VAT is included or not and the applicable VAT rate, where relevant.
Additional costs beyond the agreed lump sum are not accepted; all taxes, fees and bank charges are borne by the contractor and must be included in the offered price.
6. Selection criteria
The contract will be awarded to the most economically advantageous tender based on the following criteria:
Cijena: 100% (najniža prihvatljiva cijena dobiva maksimalan broj bodova i odabire se).
The price will be assessed with VAT included, taking into account that the ordering party cannot exercise the right to deduct input tax.
7. Content and format of the offer
Each offer must contain the following documents:
- Ispunjenu i potpisanu financijsku ponudu (u EUR), s navedenim ukupnim paušalnim iznosom, PDV statusom i raščlambom glavnih kategorija troškova (najmanje: priprema, provedba, praćenje).
- Životopis(e) ključnog/ključnih stručnjaka, s naglaskom na relevantno iskustvo u području zagovaranja mladih, upravljanja, procesa javnih politika i povezanim tematskim područjima.
Offer language: Bids can be submitted in English or Croatian.
Format: Bids are submitted electronically as a single PDF file (scanned signature). Paper submission is not required.
8. Delivery method and deadline
Delivery method: Putem e-maila.

9. Evaluation and award procedure
The evaluation process includes the following steps:
- Administrativna provjera i provjera prihvatljivosti: provjera je li ponuda potpuna, predana na vrijeme te jesu li ispunjeni kriteriji prihvatljivosti i isključenja.
- Tehnička i financijska evaluacija: procjena tehničke sposobnosti i kvalitete predloženog pristupa, nakon čega slijedi bodovanje prema kriterijima dodjele (cijena).
- Potpis ugovora: ugovor će se potpisati s odabranim ponuditeljem.
10. Contracting and implementation
Contract type: Service contract under Croatian law.
Issuing an order for services: The selected bidder will receive an order for services.
Payment terms: Payment will be made in a one-time, lump sum amount, upon successful completion of the training and acceptance of all deliveries by the client, based on a valid invoice.
11. Data protection, visibility and intellectual property
Data protection: Personal data contained in the tenders will be processed solely for the purpose of carrying out the procurement procedure and performing the contract, in accordance with Regulation (EU) 2016/679 (General Data Protection Regulation – GDPR) and the Act Implementing the General Data Protection Regulation (Official Gazette 42/2018). The data will be securely stored for the minimum period required by EU and donor rules and internal policies, after which they will be deleted or anonymised.
Visibility: The Contractor must respect all visibility and communication requirements of the European Union and the AU-EU Youth Action Lab, including the correct use of the logos and standard disclaimers on all materials and deliverables produced under this contract. Detailed instructions and logo files will be provided by the Contracting Authority.
Intellectual property: Svi materijali i rezultati izrađeni u okviru ovog ugovora (npr. agende, edukacijski materijali, prezentacije, bilješke sa sesija, ulazni sadržaji za preporuke i povezani metodološki alati) postaju vlasništvo naručitelja, koji zadržava pravo njihova korištenja, prilagodbe i objave u nekomercijalne svrhe projekta, uključujući daljnju diseminaciju mladima i dionicima u Europi i Africi. Izvršitelj zadržava pravo navođenja angažmana u svom portfelju, uz prethodnu pisanu suglasnost naručitelja.
12. Other provisions
Right to cancel: The contracting authority reserves the right to cancel the invitation to tender or not to award the contract, without the obligation to compensate the tenderers for any costs incurred in the preparation and submission of tenders.
Prohibition of artificial division of contracts: The estimated value of this procurement was determined in accordance with applicable rules, and the contract was not artificially divided to avoid stricter procedures.
Applicable law and jurisdiction: This procurement procedure, the contract arising from it and all disputes arising from them are governed by Croatian law. Any dispute that cannot be resolved amicably will be subject to the jurisdiction of the competent court in Zagreb, Croatia.
Call for Tenders – Provision of expert services for “Bridge to Governance: Youth Advocacy Training” under the project “The Youth Advocacy Bridge”

2. Subject and scope of services
Title of the procurement: Provision of expert services for the preparation and delivery of the “Bridge to Governance: Youth Advocacy Training” under Activity 3 of the project “The Youth Advocacy Bridge”.
Short description of services: The contractor will provide services related to preparation, facilitatation and delivery a youth advocacy training for youth participants from Croatia and Ethiopia, focused on governance accountability, youth participation in policy processes, advocacy tools and AI transparency, and will provide inputs to the related Activity 3 deliverables.
Key tasks include:
- Preparation of the final training format, methodological approach, session flow and agenda for the Activity 3 youth advocacy training.
- Preparation of training materials and facilitation tools, including presentation content, practical exercises, group work guidance and materials supporting the formulation of youth policy recommendations.
- Facilitation and delivery of substantive training sessions covering, as relevant, youth participation in governance, policy engagement objectives, analysis of youth policy gaps, stakeholder mapping, advocacy strategies, policy brief development, AI governance and transparency, and policy design.
- Moderation of discussions, group work and presentation of policy proposals in a practical and participatory format adapted to youth participants.
- Contribution to the consolidation of Activity 3 outputs, including session notes, recommendations and short technical inputs relevant for the advocacy strategies and policy papers foreseen under the project.
- Submission of a short post-training note summarising the sessions delivered, methods used, participant outputs and recommendations for follow-up.
Place of delivery: Hybrid (in situ in Ethiopia and online in Croatia).
Expected implementation dates: February 2026, in line with the project calendar and final mplementation arrangements.
3. Eligibility and participation
Who may apply: Legal and/or natural persons (companies, craft businesses, CSOs, institutes, freelance experts) duly registered to provide the requested training / consulting services in accordance with Croatian law and, where relevant, their national law.
4. Technical and professional capacity
Minimum requirements:
Tenderers must demonstrate:
- Documented experience in delivering similar trainings, workshops or expert facilitation in the fields of youth advocacy, governance, civic participation, policy processes, human rights or related areas.
- Experience of working with youth and/or youth organisations, preferably in international, cross-border or intercultural contexts.
- Ability to work in English as the main working language of the training (spoken and written).
Evidence to be provided:
- CV of key expert(s) clearly indicating relevant assignments, dates, roles and target groups; and/or company / organisation profile with a short portfolio of comparable assignments and language skills.
- Short description (max. 1 page) of at least 1 relevant previous training or workshop, including topic, target group, location and contracting authority.
5. Financial offer and price conditions
The financial offer must:
- Be expressed in EUR as a total lump sum covering all services and all related costs.
- Clearly indicate whether VAT is included or not, and the applicable VAT rate where relevant.
No additional costs will be accepted beyond the contracted lump sum; all taxes, duties and bank charges are borne by the contractor and must be included in the offered price.
6. Award criteria
The contract will be awarded to the economically most advantageous tender based on the following criteria:
Price: 100% (lowest compliant price receives maximum points and is chosen).
The price will be evaluated with VAT included considering that the contracting authority cannot recover VAT.
7. Content and format of the tender
Each tender must contain the following documents:
- Completed and signed financial offer (in EUR), indicating total lump sum, VAT status and breakdown of main cost categories (at least: preparation, delivery, follow-up).
- CV(s) of the key expert(s), highlighting relevant experience in youth advocacy, governance, policy engagement and related thematic areas.
Language of the tender: Offers may be submitted in English or Croatian.
Format: Tenders must be submitted electronically as a single PDF file (signed scan). No hard copy submission is required.

9. Evaluation and award procedure
The evaluation procedure will include the following steps:
Administrative and eligibility check: verification that the tender is complete, submitted on time, and that the eligibility and exclusion criteria are met.
Technical and financial evaluation: assessment of technical capacity and quality of the proposed approach, followed by scoring based on the award criteria (price).
Contract signature: contract will be signed with the chosen tenderer.
10. Contracting and implementation
Type of contract: Service contract under Croatian law.
Issue of an order for services: The successful tenderer will receive an order for services.
Payment terms: Payment will be made as a single lump-sum payment after successful completion of the training and acceptance of all deliverables by the contracting authority, on the basis of a valid invoice.
11. Data protection, visibility and intellectual property
Data protection: Personal data contained in tenders will be processed solely for the purposes of the procurement procedure and contract implementation, in line with Regulation (EU) 2016/679 (General Data Protection Regulation – GDPR) and the Croatian Act on the Implementation of the General Data Protection Regulation (Official Gazette 42/2018). Data will be stored securely for the minimum period required by EU and donor rules and internal policies, after which it will be deleted or anonymised.
Visibility: The contractor must comply with all visibility and communication requirements of the European Union and the AU-EU Youth Action Lab, including correct use of logos and standard disclaimers on all materials and outputs produced under this contract. Detailed instructions and logo files will be provided by the contracting authority.
Intellectual property: All materials and outputs produced under this contract (e.g. agendas, training materials, presentations, session notes, recommendation inputs and related methodological tools) will become the property of the contracting authority, which retains the right to use, adapt and publish them for non-commercial project purposes, including further dissemination to youth and stakeholders in Europe and Africa. The contractor retains the right to refer to the assignment in its portfolio, subject to prior written consent of the contracting authority.
12. Other provisions
Right to cancel: The contracting authority reserves the right to cancel the call for tenders or not to award the contract, without any obligation to compensate tenderers for any costs incurred in the preparation and submission of their offers.
Prohibition of splitting contracts: The estimated value of this procurement has been determined in accordance with applicable rules, and the contract has not been artificially split for the purpose of avoiding more stringent procedures.
Applicable law and jurisdiction: This procurement procedure, the resulting contract and any disputes arising from them are governed by Croatian law. Any dispute that cannot be settled amicably will fall under the jurisdiction of the competent court in Zagreb, Croatia.
