2. Subject and scope of services
Procurement name: Provision of professional services for the preparation and implementation of the activity "Bridge to Governance: training of youth advocacy skills" within Activity 3 of the project "The Youth Advocacy Bridge".
Brief description of services: The Contractor will provide services related to the preparation, facilitation and implementation of advocacy skills training for young participants from Croatia and Ethiopia, with a focus on accountability in governance, youth participation in public policy processes, advocacy tools and transparency in artificial intelligence, and will contribute to the related deliverables of Activity 3.
Key tasks include:
- Preparation of the final education format, methodological approach, session flow and agenda for youth advocacy skills training within Activity 3.
- Preparation of educational materials and facilitation tools, including presentation content, practical exercises, guidelines for group work and materials for shaping public policy recommendations.
- Facilitating and implementing substantive training sessions that, as needed, cover youth participation in governance, inclusion goals in public policies, gap analysis in youth policies, stakeholder mapping, advocacy strategies, policy brief development, artificial intelligence management and transparency, and public policy design.
- Moderating discussions, group work and presenting policy proposals in a practical and participatory format adapted to young participants.
- Contribution to the consolidation of the results of Activity 3, including session notes, recommendations and brief expert input relevant to the advocacy strategies and policy papers envisaged by the project.
- Delivery of a short note after the training with a summary of the sessions conducted, methods used, participant results and recommendations for next steps.
Place of implementation: Hybrid (live in Ethiopia and online in Croatia).
Expected implementation dates: February 2026, in accordance with the project calendar and final implementation arrangements.
3. Acceptability and participation
Who can apply: Legal and/or natural persons (companies, crafts, civil society organizations, institutes, freelance experts) duly registered to provide the requested education/consulting services in accordance with Croatian legislation and, where applicable, their national legislation.
4. Technical and professional ability
Minimum requirements: Bidders must demonstrate:
- Documented experience in the implementation of similar educations, workshops or professional facilitation in the field of youth advocacy, governance, civic participation, public policy processes, human rights or related areas.
- Experience working with youth and/or youth organizations, preferably in international, cross-border or intercultural contexts.
- Ability to work in English as the main working language of education, both orally and in writing.
Evidence that needs to be submitted:
- CV of key expert(s) clearly indicating relevant engagements, dates, roles and target groups; and/or company/organization profile with a brief portfolio of comparable engagements and language competencies.
- A brief description (max. 1 page) of at least 1 relevant previous training or workshop, including topic, target group, location and client.
5. Financial offer and price conditions
The financial offer must:
- Be expressed in EUR as a total lump sum covering all services and all related costs.
- Clearly state whether VAT is included or not and the applicable VAT rate, where relevant.
Additional costs beyond the agreed lump sum are not accepted; all taxes, fees and bank charges are borne by the contractor and must be included in the offered price.
6. Selection criteria
The contract will be awarded to the most economically advantageous tender based on the following criteria:
Price: 100% (the lowest acceptable price receives the maximum number of points and is selected).
The price will be assessed with VAT included, taking into account that the ordering party cannot exercise the right to deduct input tax.
7. Content and format of the offer
Each offer must contain the following documents:
- A completed and signed financial offer (in EUR), stating the total lump sum, VAT status and a breakdown of the main cost categories (at least: preparation, implementation, monitoring).
- Curriculum vitae(s) of key expert(s), emphasizing relevant experience in youth advocacy, governance, public policy processes and related thematic areas.
Offer language: Bids can be submitted in English or Croatian.
Format: Bids are submitted electronically as a single PDF file (scanned signature). Paper submission is not required.

9. Evaluation and award procedure
The evaluation process includes the following steps:
- Administrative and eligibility check: checking whether the offer is complete, submitted on time and whether the eligibility and exclusion criteria are met.
- Technical and financial evaluation: assessment of the technical capability and quality of the proposed approach, followed by scoring against the award criteria (price).
- Contract signing: the contract will be signed with the selected bidder.
10. Contracting and implementation
Contract type: Service contract under Croatian law.
Issuing an order for services: The selected bidder will receive an order for services.
Payment terms: Payment will be made in a one-time, lump sum amount, upon successful completion of the training and acceptance of all deliveries by the client, based on a valid invoice.
11. Data protection, visibility and intellectual property
Data protection: Personal data contained in the tenders will be processed solely for the purpose of carrying out the procurement procedure and performing the contract, in accordance with Regulation (EU) 2016/679 (General Data Protection Regulation – GDPR) and the Act Implementing the General Data Protection Regulation (Official Gazette 42/2018). The data will be securely stored for the minimum period required by EU and donor rules and internal policies, after which they will be deleted or anonymised.
Visibility: The Contractor must respect all visibility and communication requirements of the European Union and the AU-EU Youth Action Lab, including the correct use of the logos and standard disclaimers on all materials and deliverables produced under this contract. Detailed instructions and logo files will be provided by the Contracting Authority.
Intellectual property: All materials and outputs produced under this contract (e.g. agendas, educational materials, presentations, session notes, input for recommendations and related methodological tools) become the property of the client, who reserves the right to use, adapt and publish them for non-commercial purposes of the project, including further dissemination to young people and stakeholders in Europe and Africa. The contractor reserves the right to list the engagement in its portfolio, with the prior written consent of the client.
12. Other provisions
Right to cancel: The contracting authority reserves the right to cancel the invitation to tender or not to award the contract, without the obligation to compensate the tenderers for any costs incurred in the preparation and submission of tenders.
Prohibition of artificial division of contracts: The estimated value of this procurement was determined in accordance with applicable rules, and the contract was not artificially divided to avoid stricter procedures.
Applicable law and jurisdiction: This procurement procedure, the contract arising from it and all disputes arising from them are governed by Croatian law. Any dispute that cannot be resolved amicably will be subject to the jurisdiction of the competent court in Zagreb, Croatia.

2. Subject and scope of services
Title of the procurement: Provision of expert services for the preparation and delivery of the "Bridge to Governance: Youth Advocacy Training" under Activity 3 of the project "The Youth Advocacy Bridge".
Short description of services: The contractor will provide services related to preparation, facilitation and delivery of a youth advocacy training for youth participants from Croatia and Ethiopia, focused on governance accountability, youth participation in policy processes, advocacy tools and AI transparency, and will provide inputs to the related Activity 3 deliverables.
Key tasks include:
- Preparation of the final training format, methodological approach, session flow and agenda for the Activity 3 youth advocacy training.
- Preparation of training materials and facilitation tools, including presentation content, practical exercises, group work guidance and materials supporting the formulation of youth policy recommendations.
- Facilitation and delivery of substantive training sessions covering, as relevant, youth participation in governance, policy engagement objectives, analysis of youth policy gaps, stakeholder mapping, advocacy strategies, policy brief development, AI governance and transparency, and policy design.
- Moderation of discussions, group work and presentation of policy proposals in a practical and participatory format adapted to youth participants.
- Contribution to the consolidation of Activity 3 outputs, including session notes, recommendations and short technical inputs relevant for the advocacy strategies and policy papers foreseen under the project.
- Submission of a short post-training note summarizing the sessions delivered, methods used, participant outputs and recommendations for follow-up.
Place of delivery: Hybrid (in situ in Ethiopia and online in Croatia).
Expected implementation dates: February 2026, in line with the project calendar and final implementation arrangements.
3. Eligibility and participation
Who may apply: Legal and/or natural persons (companies, craft businesses, CSOs, institutes, freelance experts) duly registered to provide the requested training / consulting services in accordance with Croatian law and, where relevant, their national law.
4. Technical and professional capacity
Minimum requirements:
Tenderers must demonstrate:
- Documented experience in delivering similar trainings, workshops or expert facilitation in the fields of youth advocacy, governance, civic participation, policy processes, human rights or related areas.
- Experience of working with youth and/or youth organizations, preferably in international, cross-border or intercultural contexts.
- Ability to work in English as the main working language of the training (spoken and written).
Evidence to be provided:
- CV of key expert(s) clearly indicating relevant assignments, dates, roles and target groups; and/or company / organization profile with a short portfolio of comparable assignments and language skills.
- Short description (max. 1 page) of at least 1 relevant previous training or workshop, including topic, target group, location and contracting authority.
5. Financial offer and price conditions
The financial offer must:
- Be expressed in EUR as a total lump sum covering all services and all related costs.
- Clearly indicate whether VAT is included or not, and the applicable VAT rate where relevant.
No additional costs will be accepted beyond the contracted lump sum; all taxes, duties and bank charges are borne by the contractor and must be included in the offered price.
6. Award criteria
The contract will be awarded to the most economically advantageous tender based on the following criteria:
Price: 100% (lowest compliant price receives maximum points and is chosen).
The price will be evaluated with VAT included considering that the contracting authority cannot recover VAT.

Intellectual property: All materials and outputs produced under this contract (eg agendas, training materials, presentations, session notes, recommendation inputs and related methodological tools) will become the property of the contracting authority, which retains the right to use, adapt and publish them for non-commercial project purposes, including further dissemination to youth and stakeholders in Europe and Africa. The contractor retains the right to refer to the assignment in its portfolio, subject to prior written consent of the contracting authority.
12. Other provisions
Right to cancel: The contracting authority reserves the right to cancel the call for tenders or not to award the contract, without any obligation to compensate tenderers for any costs incurred in the preparation and submission of their offers.
Prohibition of splitting contracts: The estimated value of this procurement has been determined in accordance with applicable rules, and the contract has not been artificially split for the purpose of avoiding more stringent procedures.
Applicable law and jurisdiction: This procurement procedure, the resulting contract and any disputes arising from them are governed by Croatian law. Any dispute that cannot be settled amicably will fall under the jurisdiction of the competent court in Zagreb, Croatia.
